Royal speech contains strong signals for implementing the Constitution: say Moroccan political leaders

Several Moroccan political parties’ leaders stressed Friday the importance of the speech of HM King Mohammed VI, at the opening of the Parliament October session, saying it has strong signals for the implementation of the provisions of the new constitution and the success of a watershed moment that Morocco is going through.

In statements to MAP news agency, these leaders emphasized that HM the King’s speech stressed the need to mobilize institutional actors, including the parliament and government in order to meet the major challenges facing the country.

In this context, president of the National Rally of Independents (RNI), Salaheddine Mezouar, said that the royal speech is a “strong signal” for mobilization in order to implement the new provisions of the Constitution and to win the bet of this historic moment.

HM the King stressed the need to improve the legislative process and control mechanisms, he said, noting that the speech emphasized that the government must shoulder its responsibilities in terms of drawing up and implementing its programme.

The General Secretary of Popular Movement (MP) party, Mohand Laenser said that the speech of HM the King concentrated on an optimal implementation of the provisions of Constitution approved by the Moroccan people, noting that the Sovereign defined the responsibility of everyone – government, civil society and citizens – to make this experience successful.

The next step will be marked by examining a series of fundamental organic laws and the continued upgrading of political parties, he said.

For his part, Mohamed Saad Alami, a senior official in the Istiqlal Party (PI), noted that the royal speech is a message of orientation before the general elections that our country will organize in the coming weeks, in implementation of the new Constitution as a step forward in terms of building democracy.

The Monarch highlighted the deep meanings of these elections and the royal hope to see emerge, in the next polling, a strong Parliament able to best fulfil its mission, and a homogeneous government, he said.

For Khalid Naciri, politburo member of the Progress and Socialism Party (PPS), the royal speech opens up clear prospects and lays the foundation for a roadmap in the true sense of the term for the new current transitional stage.

He noted that the Sovereign, emphasizing the need to establish a new political practice, sends a message full of meanings that summarizes all the challenges before the politicians and elites.

Ahmed Zaidi, politburo member of the Socialist Union of Popular Forces (USFP), stressed that the royal speech focuses in particular on the implementation of the provisions of the new constitution, saying that the messages it contains also define the responsibilities of parliament, political parties and civil society, as they trace the roadmap for the next parliament and government.

For his part, Abdellilah Benkirane, secretary general of the Justice and Development Party (PJD), said HM the King stressed in his speech on the importance of compliance with the provisions of the new constitution by showing realism and of transparency.

He added that the Sovereign said that this session of Parliament is a highlight that will enable Morocco to depart from past practices and to begin a new stage.
