The new draft constitution is distinguished by innovation at the level of its elaboration, Foreign Minister Taïeb Fassi Fihri said, underlining that it is a totally new text regarding how it was drawn up, the holistic nature of its content, and the balance of its provisions.
Speaking on Wednesday during 2M TV channel’s program “Rendez vous avec la Constitution”, the Minister said that the draft constitution stems from a reforming royal will and comes as a crowning achievement of the political dynamic taking place in Morocco over the past decade at all levels.
The draft constitution takes account of the countless achievements made over this period, as well as the difficulties addressed and the amendments to be adopted, he added. “This is a new social pact between the different components of this country and a quiet revolution in the country’s institutional architecture which promotes the supremacy and the rule of law.”
He went on saying that “we cannot but be proud of the strong and clear international dimension of the draft constitution” which shows the harmony between the foundations of the State’s domestic and foreign policies, since Morocco’s outside strategic choices are the natural extension of its inside choices.
This is mirrored through four basic elements related to the attachment to universal values, determining the spheres of international belonging and interaction, the role and participation of Moroccan expatriates, and the extensive regionalization and its relation with the Sahara issue, he said.
The draft constitution reinforces the universal values adopted by the Moroccan nation and its influence at the international level, Fassi Fihri stressed, underlining that the constitution promotes the preeminence of the international law, as well as international, bilateral and multilateral agreements and conventions ratified by the Kingdom.
