Morocco Unveils Tax Strategy

Morocco’s Director General of Taxation Abdellatif Zaghnoun has recently presented details of plans to strengthen relations between the country’s administration and taxpayers.

In his address, Zaghnoun alluded to the main changes that have been implemented in Morocco in the area of taxation, notably a lower fiscal burden arising from a reduction in the corporate (IS) and individual income tax (IR) rates, the simplification of tax legislation, and the drafting of the country’s general tax code (CGI) in 2007.

Highlighting the main expectations of taxpayers in Morocco, Zaghnoun revealed that there is currently a strong demand for fairness, for a better quality of service and for improved access to both legislation and to information.

Referring to the challenges currently facing the tax administration, Zaghnoun said that these include securing a level of fiscal revenues, contributing to the economic and social development of the country, ensuring fiscal equity for taxpayers in Morocco, ensuring proper enforcement of the law, and improving tax compliance.

According to Zaghnoun, the aim or “strategic vision” of the tax administration is to develop a relationship of partnership and trust with the taxpayer, by facilitating procedures, guaranteeing the rights of taxpayers, and combating corruption. There are also plans to move towards a digital administration, to improve tax collection and to strengthen administration control by, for example, implementing the resources and tools necessary to analyse risk and to target fraud.

Zaghnoun explained that plans to facilitate the various steps and procedures for taxpayers include developing online services to ensure greater transparency and speeding up value-added tax (VAT) refunds as well as the restitution of corporate tax.

Concluding his remarks, the Director General pointed out that an opinion poll is currently being conducted to gauge the level of satisfaction and that a taxpayers’ charter is also being drafted.
