UN Special Envoy to the region Christopher Ross arrives in Moscow today as part of his drive to build international support for a resolution of the Western Sahara issue. Ross announced that he was pursuing a new strategy to seek a solution to the future of the territory, which was annexed by Morocco in 1976, after his latest mission to the Western Sahara in October. While Algeria has been the major source of support for the establishment of an independent Sahrawi Arab Democratic Republic (SADR), Morocco’s plan for autonomy — rather than independence — has enjoyed for more than a decade the tacit support of the EU and the United States. There are now signs of changing attitudes in the West, much to Morocco’s concern.
