Dubai International Conference for Awqaf to showcase latest strategies in WaqfAwqaf and Minors Affairs Foundation (AMAF), organisers of the third Dubai International Conference for Awqaf, announced the event will examine 21 papers and international case studies from countries such as Turkey, Malaysia, New Zealand and Austriato identify the latest strategies and best practices of waqf institutions around the worldand develop a stronger framework for waqf organisations in the UAE and the wider region.United Arab Emirates: Saturday, April 21 – 2012Featuring six sessions, the two-day event will additionally highlight major challenges facing endowment funds around the world.
Hosted under the patronage of His Highness Sheikh Hamdan Bin Mohammed Bin Rashid AlMaktoum, Crown Prince of Dubai and Chairman of the Executive Council for Dubai, the event runs until 23 April 2012 at The Ritz-Carlton, Dubai.Experts in areas from over 20 countries are anticipated to participate in the event including thought leaders from theShari’ah and conventional law sectors, as well as the science and economics disciplines.
His Excellency Tayeb Al Rais, Secretary General, Awqaf and Minors Affairs Foundation in Dubai, said: “We hope the third edition of theDubai International Conference for Awqaf helps consolidate the concepts related to developing the performance of waqf organisations in the UAE and the region. The foundation has come a long way in reviving the concept of waqf and its role in the society. In bringing together an esteemed line up of international experts in waqf affairs, the conference will improve our understanding of how to efficiently utilise endowment fundsand create a strong development model that the Government of Dubai seeks to achieve.”
The opening session at the conference will seespeakers from the UAE, Canada, Egypt and Libya presenting papers on subjects such as access and restriction to legal and social services, as well as endowment funds by waqf institutions.
The second session will highlight success stories from endowment funds in Jordan, Syria, South Africa, and Algeria. Issues regarding endowment beneficiaries and related legal standards as well as the importance of waqf for women and its role in social development are some of thetopics that will be reviewed. Offering examples of historicaljurisprudence, panelists will additionally highlight the current waqf and local community institutional practices.
The final session on day-one will see experts from Saudi Arabia, Jordan and Lebanon debatingon the standards used for measuringthe quality of waqf institutions. Additionally, the synergy between endowment funds and their investment,and the associated risks from a banking perspective will be key topics of discussion.
Day-two of the conference will look into obstacles and challenges facing endowment funds during the first session. Dr. Sami Al Salahat, Consultant, International Institute of Islamic WAQF in Malaysia will present this segment.
The second session featuring participants from the UAE, Saudi Arabia, Morocco, and Sudan willcentre on the experience of Arab institutions in endowment funds.Attendees will benefit from a comparison of the endowment fund experiences of families from Ajman, Morocco and Sudan.
The conference will conclude with speakers from Austria, Turkey, Malaysia, USA, and New Zealand sharingexperiences in the waqf and endowment fields back in their home countries. The Awqaf and Minors Affairs Foundation (AMAF) was established through the issue of law No. 6 in 2004 during under the late His Highness Sheikh Maktoum bin Rashid Al Maktoum. With the expansion of the institution in its work and functions, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister and Ruler Dubai issued law No. 9 in 2007 organising the work of the institution, to ensure the provision of a conducive environment for greater achievements in the development of ‘awqaf’ and minors’ funds, and the care of their affairs, according to a well-aimed plan, and a conscious vision and insight.
