Marrakech , October 23, 2011 – The 5th Annual Conference of the International Association of Anti-Corruption Authorities (IAACA), held under the High Patronage of HM King Mohammed VI, ended Saturday in Marrakech, by adopting a series of recommendations in a final document called “Marrakech Declaration.”
In this document, the participants to the two-day meeting stressed the imperative of mobilizing human resources and their training and skills development in particular, in terms of assets recovery arising from the corruption.
Participants also came down in support of the development of appropriate structures that will be able to promote national and international cooperation, particularly upgrading and strengthening the legal framework in this area, ensure strict control on funds of dubious origin.
They also highlighted the crucial role that the bodies in charge of the fight against corruption could play for the implementation of the provisions of the U.N. Convention Against Corruption (UNCAC), emphasizing the need to respect the action plan developed by the IAACA Executive Board.
The speakers said they were also in favour of raising awareness in this area, through launching an online newspaper and disseminating on the Association’s website data, documents and reports related to corruption.
The participants were unanimous as to highlight the importance of establishing a network for information exchange in particular, in respect of successful international experiences.
They also suggested the creation of a cell that will aim to ensure and support the training of trainers and developing their skills, emphasizing the need for the adoption of a set of stringent measures to combat this scourge effectively and efficiently and that, in view of allowing bodies active in this field to best fulfill their missions particularly in terms of improved mechanisms for asset recovery.
All the meeting’s recommendations will be submitted to the 4th session of the Conference of States Parties to the UN Convention Against Corruption, due on October 24-28 in Marrakech.
