On August 30, in his address to Moroccan ambassadors, HM King Mohammed VI stressed the fact that to meet the challenges and seize the opportunities of the 21st century, Morocco needs a foreign policy that uses tools and approaches to match a changing global landscape of engagement. In his address, King Mohammed VI laid down Morocco’s new roadmap of a foreign policy strategy that will continue to reinforce the domestic foundations of Morocco leadership in the region while consolidating its relations with countries around the globe with whom Morocco share values of democracy, stability, and economic prosperity.
In his message, King Mohammed provided strategic guidance and direction to his ambassadors’ actions and initiatives in foreign policy. Morocco must adapt with new ideas, tools and innovations if it is going to meet the opportunities and challenges of a rapidly changing world.
Morocco must remain committed to playing a leadership role in the region and especially in Sub-Saharan Africa. While a deep and painful economic downturn followed by a slow recovery Morocco has succeeded to attract international investments in different fields and especially in tourism and renewable energies. Therefore, Morocco has been able to promote a positive, hopeful, and optimistic vision in a region that is marked by continuous turmoil and political instability. Morocco is looking forward, in collaboration with the international community, to achieve peace and prosperity, democracy and free markets, and the will to tackle pressing international problems. Over the last two years, Morocco was among the first countries to dispatch humanitarian and medical aid to a large number of refugees and victims of civil wars and natural disasters.
King Mohammed VI, during his recent tour of the Gulf countries, visited a refugee camp in Jordan “Zaatari” to meet personally hundreds of Syrian refugees wo fled the troubling zone seeking security, medical and humanitarian assistance. This royal initiative reflects the Moroccan essential values of solidarity and compassion.
So in his address to the Moroccan ambassadors, King Mohammed VI formulated a number of principles and goals that constitute a new roadmap for Moroccan diplomacy. Principles that aim to practice greater collaboration with friendly nations in Africa, Europe, America and Asia. It is vital for Morocco to continue developing a framework that guides how it deals with competing challenge to rebuild and reinforce the foundations of peace, security, and prosperity. It did so before, and can do so again. The King reiterated that his ambassadors should:
- Ensure continuous mobilization for the defense of the territorial integrity of Morocco ,
- Outflank opponents of national unity and territorial integrity of the country ,
- Strengthen efforts to promote the label Morocco that draws its strength and richness from deep reforms initiated by HM the King . The development of major projects led by the Sovereign in all areas: human development , tourism , sustainable development and renewable energy. In addition to the historical capital of Morocco, the country openness and tolerance , and space of coexistence and interaction between cultures and civilizations,
- Give priority to a bold economic diplomacy , able to mobilize resources to develop partnerships and attract investments and to promote Morocco’s economic strengths, especially in productive promising niches.
- Provide the support and encouragement of cultural diplomacy and awareness of the cultural and civilizational heritage of Morocco ,
- Implement Morocco’s commitment to building the Maghreb Union as a strategic choice enshrined in the Constitution and work for the emergence of a new Maghreb order transcending all sources of disagreement,
- Strengthen relations between our country and all the other brothers Maghreb countries ,
- Strengthen Morocco’s ties with sub-Saharan countries by placing them at the heart of the Moroccan diplomatic agenda ,
- Developing bilateral relations with sub-Saharan Africa , through effective contribution to the actions of the Community of Sahel-Saharan States , CEN -SAD , and strengthen relationship with the African sub- regional organizations , particularly the African organizations in the West and Central Africa
- Continue to support Arab and Islamic causes,
- Develop relationships with the states of the Gulf Cooperation Council,
- Intensify efforts to diversify and strengthen relations with the European Union and all its member states , and by the implementation of the advanced status which Morocco has since 2008,
- Continue efforts to strengthen relations with friendly countries in other continents and geographical areas , as part of a deliberate policy of diversifying and expanding Morocco international cooperation ,
- Consolidate the strategic partnership between Morocco and the United States of America, thanks to the historical links of friendship and the fruitful cooperation between the two countries ,
- Strengthen relations with other developing countries, with which Morocco has managed to open up new opportunities , like the countries of the Caribbean and Oceania.
- Develop and intensify parliamentary and civil society diplomacy,
- Implement the royal constant solicitude for the protection of the interests of the Moroccan Community Abroad, the defense of its social and legal gains and improving the quality of services offered to them.
In fact this royal new roadmap for Moroccan diplomacy aims to provide a grand strategy that will promote along with the world community, a world environment that will permit countries around the globe to pursue peace and prosperity. In an intense and insecure climate, Morocco needs a more agile grand diplomatic strategy that will continue to allow Morocco to work collaboratively toward international common goals.
